Former Conservative chancellor Ken Clarke has said using party manifestos to outline spending plans is “crazy”.
He said parties shouldn’t be constrained by promises made in the “rather mad atmosphere” of a general election campaign and should be able to raise and lower taxes when needed.
“Today’s public relations politics has this crazy thing that you should have a detailed manifesto full of hostages to fortune,” Mr Clarke told BBC Radio 4’s Today.
